The '''Seventh Fleet''' is comprised of the ships located in Continental [[wikipedia:Europe|Europe]], [[wikipedia:Israel|Israel]], and [[wikipedia:South Africa|South Africa]] as well as the [[Imperial Andermani Navy]] and is one of the numbered [[fleet]]s within {{trmn}}. Commanded by [[KADM]] Ekkehard Rolfs, it allows for ships created within Europe to have a distinct identity. Although it was created on 02 May 2011, the fleet consisted of one ship for two years and had no commander until 2014. The [[Silesian Confederation Campaign Medal]] is a decoration awarded to Andermani Empire military personnel who served on anti-piracy missions in the [[honorverse:Silesian Confederacy | Silesian Confederacy]]. There are no known recipients in canon.

==TRMN Information==
This is the [[Imperial Andermani Navy]] equivalent of the [[Silesian Anti-Piracy Campaign Medal]]

This award is given to Members who have undertaken extreme or lengthy travel on behalf of [[TRMN]]. The two important criteria are “extreme or lengthy” and “on behalf of TRMN.” The former requires a judgment call by the Unit Commander. A possible standard might be 5 hours travel time, for example. The latter is more exact: Taking a long road trip to attend a convention with the other members of your chapter, for example, does not qualify. ==Peerage in the Star Kingdom of Manticore==
In the [[Honorverse]] [[canon]], the Manticore Colony established in 1416 P.D. lost almost 60 percent of original colonists to a plague several decades after landing. Realizing that they would need to attract additional homesteaders, but wanting to maintain control of their colony, they adopted a new constitution, creating the [[Star Kingdom of Manticore]] in 1471 P.D.

In addition to crowning their Planetary Administrator Roger Winton as King Roger I, the surviving "First Shareholders" (who already had vast landholdings) were given patents of nobility, making them titled peers of the Star Kingdom and creating a hereditary aristocracy.<ref> House of Steel, page 234</ref>

==Peerage as a TRMN award==
TRMN policy is that no more than one percent of members may be granted peerages. This award affords the member to roleplay as a member of the nobility of Manticoran society. Peers are given privileges including a seat in the [[House of Lords]], the right to bear a coat of arms approved by the [[College of Arms]], and special forms of address. These rights are hereditary; any peer who dies passes the title to their eldest offspring, if the offspring is a TRMN member.

Peers are granted titles named after their "peerage lands," fictitious territories on the worlds of [[honorverse:Manticore|Manticore]], [[honorverse:Gryphon|Gryphon]], [[honorverse:Sphinx|Sphinx]]. Additionally, a TRMN peer's spouse and children (if they are TRMN members) are given appropriate honorifics.

Peerage titles may exist on other worlds from the Honor Harrington series of novels and related books, the most notable being the [[Grand Duke]] of New Montana, an honorary award bestowed on the author [[David Weber]] by the organization in appreciation of him creating the series.

Peerages come in several levels, based on the [[honorverse:Manticoran_Peerage|Manticoran Peerage System]] and those of other Honorverse star nations. In ascending order of precedence, the Manticoran peerages are:

*A '''Barony''', is a peerage awarded to a [[Baron]] or [[Baroness]]. The word [[barony]] refers both to the peerage title itself and to the "land" granted to the peer.

===Obsolete ranks===
David Weber modeled the [[SKM]] on historical British society, the peerage of which includes marquesses and viscounts in addition to dukes, earls and barons mentioned above. However, marquesses and viscounts are not used in the Manticoran system and thus are not utilized by TRMN. Although there was one marquess mentioned in the canon, the author considers this an oversight which he has retconned to an earl. In the earliest days of TRMN, some founding members were created viscounts, but these titles are no longer recognized in the organization.

===Peers from Allied Star Nations===
Some foreign peerages are awarded in TRMN to members who have non-manticoran personae:

*The [[Andermani Empire]] has equivalent noble ranks, including freiherrs (barons), grafs (earls), and herzogs (dukes).

*The '''[[Protectorate of Grayson]]''' has one level of peer, that of [[steadholder]], which is considered equivalent rank to that of duke or duchess in the [[SKM]], although steadholders exercise "head of state" sovereignty withing their territories, while dukes/duchesses hold their lands in fief from the crown.

*The [[Republic of Haven]] does not have titled nobles so TRMN awards Havenite members with the designation of "Senator for Life."

The heir of a peerage title (usually the eldest offspring of the title holder) is referred to as a '''cadet peer''' and is addressed as "my lord" (for males) or "my lady" (for females) and referred to in the third person as (for example) "Lord John Doe" or Lady Jane Doe."

Additional younger offspring of the title holder are referred to as, for example, "The Honorable John Doe" or "The Honorable Jane Doe" (abbrev: "Hon. John Doe"). There is no special form of address for them.

It is also known as [[Grayson Home Fleet]]. It is commanded by [[RADM]] [[Sir]] Neil Simpson, [[GCE]], [[MC]], [[OG]], [[QBM]], [[GSN]].

==History==
Originally Fourth Fleet was synonymous with the [[Grayson Space Navy]], as such it included all Grayson Ships and the commanding officer was always the High Admiral. This ended with [[Protector’s Order 1704-01]] which was issued on the 2nd April 2017. This appointed [[RADM]] Martyn Griffiths, [[Steadholder]] Pittman as 4th Fleet/GSN Home Fleet commanding officer, breaking the link between this role and the High Admiral. Fourth Fleet's area of Operations was originally the entire Grayson Space Navy this was updated by [[Admiralty Order 1701-03]] which defined it as covering the United Kingdom. Further clarifications issued explained this also covered the Republic of Ireland, as one of the Fourth Fleet ships includes that country in it's area of operations. In addition a grandfather clause was issued to allow units previously assigned to 4th Fleet to remain so if they wished to.

Originally the Fourth Fleet, as the container for all Grayson Space Navy ships, consisted exclusively of correspondence chapters. The distinction between correspondence and meeting chapters was later dropped, and there are Grayson ships of all types today. The first ships were established in Texas, Florida and the UK, eventually spawning more and more chapters around the world.

== Running for Member of Parliament ==

=== ELIGIBILITY ===
To ensure that the House of Commons can achieve its goal of offering a broad range of input from active members throughout the organization, potential candidates must meet the following criteria to stand for election to the House of Commons.

==== General Criteria ====
• TRMN member for at least one year.

• Completed at least one BuTrain course.

• Be at least 18 years of age.

• Have not been censured by the Royal Council in the previous 12 months.

==== Hat Rule ====
MP positions do not count as hats the purpose of Admiralty Order 1602-02, but Party Leader positions count as one-half hat and the Speaker of the House counts as 1 full hat.

==== Leadership Prohibition ====
TRMN members participating in the following leadership roles and designated positions already have the opportunity to influence the direction of, and make a significant impact on, TRMN as an organization. They are, therefore, prohibited from serving in the House of Commons:

• Peer.

• Royal Council member or a direct report to a Royal Council member.

• Head of a Service or Branch (e.g., First Space Lord for RMN or High Admiral for GSN) or a direct report to the Head of a Service or Branch

• Space Lord, Deputy Space Lord, Chief of Staff to a Space Lord, or Command Senior Master Chief Petty Officer.

• Fleet/Station CO, Deputy CO, Chief of Staff, or Senior Master Chief Petty Officer.

• Hatted position serving within a Judge Advocate General office (either at the TRMN or Fleet level).

• Member of the Command Triad of an Echelon or Chapter large enough to require a full triad

== ELECTION TO THE HOUSE OF COMMONS ==
House of Commons elections will follow a standard, three-step process:

• Nomination

• Campaigning

• Voting

=== Nominations ===
Any TRMN member may submit a nomination for election to the House of Commons. Nominations are limited to members of the Fleet or Station to which the nominee is assigned. Self-nominations are permitted.

Nominations are collected by the JAG Ombudsman for the Fleet/Station, who will verify eligibility of both the nominee and nominator. The JAG Ombudsman will also confirm the willingness of the nominee to stand for election.

=== Campaigns ===
Once nominations are closed, confirmed candidates may campaign for a period of two weeks. Campaigning will be accomplished via the Forums in a sub-forum for each Fleet. Candidates may also make their campaign statements via relevant Fleet, Station, or Chapter Facebook pages, if such pages exist. Campaigns will be moderated by the Fleet JAG Ombusman. After two weeks of campaigning, voting will occur for a period of one week.

=== Voting ===
Ballots for House of Commons elections will be tallied using a preferential ranked system, where voters rate all candidates on the ballot. Voters complete the ballot by rating each candidate in order of preference, beginning with 1 as the most preferred, 2 for the next, 3 for the next, and so forth.

The JAG Ombudsman will use a Multi-Winner Ranked Choice Voting methodology to determine the winner(s). If a tie occurs at any point during the tabulation, the candidate who joined TRMN first will prevail.

TRMN members may vote in elections even if they are not eligible to serve in the House of Commons. Any non-eligible members for the House of Commons are not allowed to campaign for or influence the election through endorsement, promotion or otherwise putting one Candidate ahead of another. Violations of this clause will be forwarded to the Royal Council by the JAG Ombudsman for determination of disciplinary actions.

== By-Elections ==
The Speaker of the House of Commons may, with the concurrence of the Royal Council, call for a by-election under the following circumstances:

• If an MP resigns their seat in the House of Commons before completing their full term of office.

• If an MP is no longer able to fulfill the duties of office due to injury, incapacitation/serious illness, or the death of one's self, partner, or family member.

=The House of Lords=
==Composition==
The House of Lords is made up of all the Peers of the Realm. These are the people who have been granted a peerage. There is no cap on the maximum size of the House of Lords, although there is a cap on Peers at 1% of the total members of TRMN. Grayson Steadholders, Andermani Peers and Havenite Senators are permitted to sit and participate in the House of Lords as well.

If a person is elevated to the peerage while they are serving in the House of Commons, they will be permitted to serve out the remainder of their current term in the House of Commons before they are able to be seated in the House of Lords. If they quit their seat in the House of Commons before their Term is up, a Special Election will be held to fill their seat.

==Rules of the House of Lords==
===Lord Speaker===
The Lord Speaker shall be elected by the members of the House of Lords and must therefore be a member of the Lords. This person shall serve for a term of one year and may be re-elected twice. The current (or outgoing) Lord Speaker will hold an election with nominations open for a month before the vote. A simple majority of voting peers will secure the appointment of a Lord Speaker. The Lord Speaker is not a hatted position.

The Lord Speaker must appoint a Deputy Lord Speaker, selection is at their own discretion and should be announced to the House. There is no limit to the selection of a Deputy Speaker.

The role of the Lord Speaker is as follows:

*Set the Agenda for Discussion
*Moderate Discussions in the House
*Share recommendations with the Royal Council
*Manage the process of Prime Minister’s questions
*Announcing the process for new peer nominations
*Running the courts for peerage appointment or discipline
*Announcing new peers to the house
*Announcing new Knights of the Star Kingdom to the house
*Management around communication methods (e.g. Forums, Discord)
*Quarterly update to BuPers (PD-5sl-0001v1)
*Attending Royal Council meetings
*Management of bill process including tabling discussions, votes and submitting up to the RC after approval.
*Calling votes both connected to bills and any other matters (e.g. PMVs)
*Managing the inheritance process
*Arranging peerage emails

Any and all of these duties can be delegated to the Deputy Speaker at the Lord Speaker’s discretion.

===Forms of Address===
Lords are not to refer to each other by name and instead always refer to “My Lord/My Lady”. If you’re talking about someone from the same party they can be referred to as “my honourable friend”, while members of the Royal Council – and usually ministers –are “the right honourable” followed by Lord/Lady <Peerage Land> if applicable. The exception to this is the Speaker, who can refer to anyone he likes by name.

Unlike the House of Commons, who are only allowed to speak to one person in the House of Commons, the Speaker, Peers may address other Peers. This, however, is suspended during Prime Ministers Questions, when all questions must be addressed to “My Lord Speaker”

===Acceptable Language===
Parliament has strict rules on “unparliamentary language”. One banned word in particular stands out: ‘liar’. Lords who accuse each other of lying are usually asked to withdraw the remarks by the Speaker or face a suspension. A member of the House is also not allowed to call a fellow Lord a ‘hypocrite’. This may be related to the conventions of Cabinet government.

Under cabinet collective responsibility, the Royal Council must publicly support every decision the government makes or face the sack. In reality, not everyone always supports every decision the Royal Council makes and thus hypocrisy is practically built into the system.

Additionally, on the list Parliament’s banned words are the following archaic Sol expressions:

The members will be responsible for reasonable requests and questions. These requests and questions can be added to the Agenda by the members submitting them to the Lord Speaker.

There are a few topics which the House of Lords may not bring up as requests or questions. These are as follows:
*Changes to the testing requirements for ranks, positions, and billets
*Punitive actions against other members
*Structural changes to the existing organization
*Changes to the rules on the number of peers (called the 1% rule)
*Changes to courtesy titles for spouses of Knights

===Acceptable Topics===
This list of acceptable topics which the House of Lords may bring up as requests or questions is not exclusive, and is more to be used as an example rather than a definitive list. These topics include, but are not limited to:
*Recommendations for New Peers and Peerage Elevations – Except to Grand Duke
*Recommendations for types of Civilian Chapters, and changes to existing ones, specifically relating to Peers
*Recommendations for New Civilian Billets within Peerage Lands
*Recommendations for Home Secretary (2/3 majority needed for recommendation)
*Confirmation for House of Commons recommended Admiralty House Events (50%+1 to confirm)
*Questions on why a policy was adopted by the Royal Council
*Recommendations for additional Acceptable Topics to the Royal Council

Additionally, the House of Lords must review the recommendation for possible elevation to the peerage submitted by the House of Commons.

Finally, the House of Lords will vote on any nominations for the Parliamentary Medal of Valor. To pass the aye vote must be a 2/3 vote of the Lords voting. If both the House of Commons and the House of Lords vote to award a PMV, the First Lord of the Admiralty, on behalf of the Monarch, will issue the award at their earliest convenience.

=Bills in the House of Lords=

=Political Parties in the Lords=
As the parliamentary manual outlines peers are free to set up parliamentary parties. The three currently in existence are the Progressives, the Crown Loyalists and the Centrists. Peers can also choose to remain independent.

There is no obligation on peers to join parties, and we don’t regulate their activities. The idea behind them is to allow peers to work on bills with like minded peers and have them ready to bring to the house.

Most parties elect a whip to help organise their work between the members and plan tasks.

==History==
Originally Fourth Fleet was synonymous with the [[Grayson Space Navy]], as such it included all Grayson Ships and the commanding officer was always the High Admiral. This ended with [[Protector’s Order 1704-01]] which was issued on the 2nd April 2017. This appointed [[RADM]] Martyn Griffiths, [[Steadholder]] Pittman as 4th Fleet/GSN Home Fleet commanding officer, breaking the link between this role and the High Admiral. Fourth Fleet's area of Operations was originally the entire Grayson Space Navy this was updated by [[Admiralty Order 1701-03]] which defined it as covering the United Kingdom. Further clarifications issued explained this also covered the Republic of Ireland, as one of the Fourth Fleet ships includes that country in it's area of operations. In addition a grandfather clause was issued to allow units previously assigned to 4th Fleet to remain so if they wished to.

Originally the Fourth Fleet, as the container for all Grayson Space Navy ships, consisted exclusively of correspondence chapters. The distinction between correspondence and meeting chapters was later dropped, and there are Grayson ships of all types today. The first ships were established in Texas, Florida and the UK, eventually spawning more and more chapters around the world.

== Rules of the House of Commons ==
=== Speaker of the House of Commons ===
The Speaker of the House shall be a member of the House of Commons elected after each general election (or when the position of Speaker becomes vacant) by a plurality of the members of the House. This person shall serve through the next election for Speaker and may serve up to four consecutive one-year terms if they are re-elected three times. Anyone who has been Speaker for four terms must wait at least one year before running for Speaker again.

The role of the Speaker of the House is as follows:
* Set the agenda for discussion
* Moderate discussions in the House
* Share recommendations of the House with the Royal Council

The Speaker Pro Tempore shall be the most senior member of the House of Commons who is not the Speaker or a Party Leader. Seniority is calculated first by length of service in the House of Commons and then by length of membership in TRMN. If the position of Speaker of the House becomes vacant, the Speaker Pro Tem shall act as Speaker until a new Speaker is elected.

=== Responsibilities of the House of Commons ===
MPs are responsible for addressing requests and questions from the members of their Fleet/Station Area of Responsibility. These requests and questions may be added to the House of Commons Agenda by the member submitting them to the Speaker of the House.

The House of Commons may not bring up requests or questions regarding structural changes to the existing non-civilian organization or punitive actions against other members.

The House of Commons may submit one nomination per year of a TRMN member to the House of Lords for possible elevation to the peerage. This nominee shall not be the Speaker of the House of Commons

The House of Commons will vote on any nominations for the Parliamentary Medal of Valor. Two-thirds of the MPs voting must approve a PMV. If both the House of Commons and the House of Lords vote to award a PMV, the First Lord of the Admiralty, on behalf of the Monarch, will issue the award at their earliest convenience.

=== Prime Minister’s Questions ===
During the Second week of every even-numbered Month, the public may view the House of Commons Prime Minister’s Questions. A special forum channel will be set up for this. The Royal Council will be acting on behalf of the Government and will be in attendance. The Speaker will solicit potential questions from all MPs who wish to ask questions of the Royal Council on behalf of their constituents, which the Royal Council must answer. The Speaker must submit the topic of these questions two weeks in advance so that the appropriate members of the Royal Council, their staffs, and/or Space Lords can be made to appear.

=== Additional House of Commons Rules ===
No later than 30 days after the election of the Speaker, the House of Commons shall adopt additional rules for how House business is conducted, including rules related to forms of address and acceptable language in order to maintain civility within the House.
The House of Commons is encouraged during this time to also consider any changes they feel should be made to the Parliament of TRMN Manual as amended by the Election Reform Act (2018) and the House of Commons Rules Act (2019 & seq). Such proposals, if any, should be codified in a Bill sent to the Royal Council for approval. If any changes are approved, BuComm shall be requested to update the Parliament of TRMN Manual and reissue it with all due haste.

=== Rules Terminology ===
The rules listed in this manual – those for elections, and those for the operation of the House of Commons – shall be termed “The Rules of the House of Commons”, and may be amended (with the consent of the Royal Council) by resolution of the House to make recommendation to the Royal Council that such an amendment is made.
The additional rules for house business adopted after the election of the Speaker shall be termed “The Additional Rules of the House of Commons”, and shall be adopted as discussed in the corresponding section above.

To ensure that the House of Commons can achieve its goal of offering a broad range of input from active members throughout the organization, potential candidates must meet the following criteria to stand for election to the House of Commons.

==== General Criteria ====
• TRMN member for at least one year.

• Completed at least one BuTrain course.

• Be at least 18 years of age.

• Have no more than 1.0 hats, as defined in Admiralty Order 1602-02.

• Have not been censured by the Royal Council in the previous 12 months.

==== Hat Rule ====
MP positions do not count as hats the purpose of Admiralty Order 1602-02, but Party Leader positions count as one-half hat and the Speaker of the House counts as 1 full hat.

==== Leadership Prohibition ====
TRMN members participating in the following leadership roles and designated positions already have the opportunity to influence the direction of, and make a significant impact on, TRMN as an organization. They are, therefore, prohibited from serving in the House of Commons:

• Peer.

• Royal Council member or a direct report to a Royal Council member.

• Head of a Service or Branch (e.g., First Space Lord for RMN or High Admiral for GSN) or a direct report to the Head of a Service or Branch

• Space Lord, Deputy Space Lord, Chief of Staff to a Space Lord, or Command Senior Master Chief Petty Officer.

• Fleet/Station CO, Deputy CO, Chief of Staff, or Senior Master Chief Petty Officer.

• Hatted position serving within a Judge Advocate General office (either at the TRMN or Fleet level).

• Member of the Command Triad of an Echelon or Chapter large enough to require a full triad

== ELECTION TO THE HOUSE OF COMMONS ==
House of Commons elections will follow a standard, three-step process:

• Nomination

• Campaigning

• Voting

=== Nominations ===
Any TRMN member may submit a nomination for election to the House of Commons. Nominations are limited to members of the Fleet or Station to which the nominee is assigned. Self-nominations are permitted.

Nominations are collected by the JAG Ombudsman for the Fleet/Station, who will verify eligibility of both the nominee and nominator. The JAG Ombudsman will also confirm the willingness of the nominee to stand for election.

=== Campaigns ===
Once nominations are closed, confirmed candidates may campaign for a period of two weeks. Campaigning will be accomplished via the Forums in a sub-forum for each Fleet. Candidates may also make their campaign statements via relevant Fleet, Station, or Chapter Facebook pages, if such pages exist. Campaigns will be moderated by the Fleet JAG Ombusman. After two weeks of campaigning, voting will occur for a period of one week.

=== Voting ===
Ballots for House of Commons elections will be tallied using a preferential ranked system, where voters rate all candidates on the ballot. Voters complete the ballot by rating each candidate in order of preference, beginning with 1 as the most preferred, 2 for the next, 3 for the next, and so forth.

The JAG Ombudsman will use a Multi-Winner Ranked Choice Voting methodology to determine the winner(s). If a tie occurs at any point during the tabulation, the candidate who joined TRMN first will prevail.

TRMN members may vote in elections even if they are not eligible to serve in the House of Commons. Any non-eligible members for the House of Commons are not allowed to campaign for or influence the election through endorsement, promotion or otherwise putting one Candidate ahead of another. Violations of this clause will be forwarded to the Royal Council by the JAG Ombudsman for determination of disciplinary actions.

== By-Elections ==
The Speaker of the House of Commons may, with the concurrence of the Royal Council, call for a by-election under the following circumstances:

• If an MP resigns their seat in the House of Commons before completing their full term of office.

• If an MP is no longer able to fulfill the duties of office due to injury, incapacitation/serious illness, or the death of one's self, partner, or family member.

• If an election fails to fill all of the seats in a Fleet or Station.

MPs elevated to a peerage during their term of office will not take their seat in the House of Lords until their membership in the House of Commons is concluded. These MPs may choose either to serve the remainder of their current term or resign their seat in the House of Commons.

The Queen's Club was created to foster and perpetuate the mutual respect, admiration, and friendship engendered through the years between the officers of the armed forces of the Star Kingdom of Manticore and those officers who hold a commission in the forces of the Grand Alliance

On every planet of the Kingdom, and those that have come under Kingdom protection, one will always find units of the Royal Manticoran Army going about their duties to Kingdom and Crown. And always located within the confines of their various ground installations are the single structure that represents a proud military heritage, known as The Queen's Club. Members of the Queen’s Club come from all branches of Royal Military Service, and represent a unique variety of experiences. The purpose of the club is to share these experiences with our fellow officers for both comradeship and education.

Membership is offered to Officers of the Star Kingdom of Manticore and the Grand Alliance who have completed the KR1MA-RMA-0001(Basic Training Exam), one of the Technical Specialties (KR1MA-RMAT) and one of the Officer Exams (KR1MA-RMA-0011>) through the King Roger I Military Academy.

The [[Civilian Pin]] is awarded to non-uniformed civilians who have passed through a rigorous set of qualifications which accredit them as one of two levels; the ‘Accredited Staff Member Pin’ or ‘ASM’ and ‘Chartered Staff Member Pin’ or ‘CSM’.

==Summary==
The “Civilian Pin” is an award issued to members of the Diplomatic and Special Intelligence Service (SIS) branches who successfully complete a rigorous set of
courses.
The “Civilian Pin” is designed to be challenging and aims to broaden members' knowledge of TRMN, history and the sciences. Many of the courses on the
programme are to be found in [[Butrain:SKUS Landing University|Landing University]] and the [[Butrain:SKUS Mannheim University|Mannheim University]].

Whilst the Civilian Pin can only be worn by the non-uniformed branch members, ALL branches of TRMN who have completed the courses may submit applications to take part in this programme.

==Background==

The [[Black Sphinx Cup]] (which ran from [[Naval Directive 19NO-01|2016 to 2019]]) was an interChapter competition aimed at encouraging chapter members to under take a series of courses with the goal of achieving the Space Warfare Pin (“SWP”). It was an important event to many Chapters in the fleet, and everyone was encouraged to take part.

Launched early in 2019, the “Civilian Pin” was recognised as the only option for members of the [[Diplomatic Corps]] or the [[Special Intelligence Service]] and would be counted towards the total of their Chapter’s ‘[[Space Warfare Pin]]’ Challenge.

==Current==
At the time of writing there are some 6000 members in TRMN of which there are 268 Diplomatic and SIS members. Whilst the cessation of the Challenge Cup may have altered the original goal, the underlying intention, one of having fun whilst learning at the same time remains unchanged. It is the intention of the Home Secretary to continue to develop this programme and to incorporate it into our daily TRMN lives.

The “Civilian Pin” is an award issued to members of the Diplomatic and Special Intelligence Service (SIS) branches who successfully complete a rigorous set of

The “Civilian Pin” is designed to be challenging and aims to broaden members' knowledge of TRMN, history and the sciences. Many of the courses on the
programme are to be found in [[Butrain:SKUS Landing University|Landing University]] and the [[Butrain:SKUS Mannheim University|Mannheim University]].

Whilst the Civilian Pin can only be worn by the non-uniformed branch members, ALL branches of TRMN who have completed the courses may submit applications to take part in this programme.

==Background==

The [[Black Sphinx Cup]] (which ran from [[Naval Directive 19NO-01|2016 to 2019]]) was an interChapter competition aimed at encouraging chapter members to under take a series of courses with the goal of achieving the Space Warfare Pin (“SWP”). It was an important event to many Chapters in the fleet, and everyone was encouraged to take part.

Launched early in 2019, the “Civilian Pin” was recognised as the only option for members of the [[Diplomatic Corps]] or the [[Special Intelligence Service]] and would be counted towards the total of their Chapter’s ‘[[Space Warfare Pin]]’ Challenge.

==Current==
At the time of writing there are some 6000 members in TRMN of which there are 268 Diplomatic and SIS members. Whilst the cessation of the Challenge Cup may have altered the original goal, the underlying intention, one of having fun whilst learning at the same time remains unchanged. It is the intention of the Home Secretary to continue to develop this programme and to incorporate it into our daily TRMN lives.

The Chartered Staff Member’ or ‘CSM’ is awarded to members who serve in either Diplomatic Corps (CIVIL DIP) or the Crown Intelligence Service (CIV INTEL) Civilian and who have achieved the Paygrade of C12 and above (Junior Minister / Minister).

Although Senior Civil Servants may complete the academic qualifications for this pin, they may not be recognised to wear it until they achieve the paygrade of C12.

The CSM is represented by a gold pin.

==Authorisation to Wear the Civilian Pin==

The Civilian Pin, either the ASM or the CSM is authorised to be worn on formal civilian Court dress only and for example, may be displayed on the lapel of a tail coat or jacket.

It is not permitted, for example, to wear the pin on a con-min polo shirt.

==Recognition==
Once all the requisite courses have been completed – the student will download and complete the appropriate form (see "[[The_Civilian_Pin#See_Also|See Also]]") and send as an attachment to the Regent – Star Kingdom University. Recipients of the Civilian Pin Award will be announced bi-monthly by the Home Secretary.
