This marksmanship process is simple. A member plays games and records them. When the credits a member has earned in a single category are equal to or greater than the number necessary for a certificate to be issued, the issuing authority does so.

A game qualifies if two or more TRMN members are engaged in playing it, or one member plays with two non-members willing to verify the game session. In each game, one member is responsible for recording the game. There is a form available with which to do this but often an email with the game details is sufficient for the person at the chapter level or above who keeps the records. These records are sent to the issuing authority and a certificate is generated.
The levels are issued at 5, 100, 200 and 600 credits.
Fourth Engineer
Fourth Engineer is a rank used by the Royal Manticoran Merchant Marine.

Honorverse
In the Honorverse, the Star Empire of Manticore uses the rank of Fourth Engineer as the more junior of the two individuals holding a Third Engineers Certificate of Competency on freighters that carry two Third Engineers. The RMMM is one of three uniformed civilian branches of TRMN. Members of this branch hold merchant marine ranks and job titles and may wear the various orders of RMMM uniform. Members of this component tend to focus on the merchant marine, trade and merchant ships of the stories.
Chapters of merchant spacers are organized as merchant ships, titled RMMS <<name>>.

Awards
Admiralty Order 1703-02 specifies awards for the civilian branches, including the RMMM. See Royal Manticoran Merchant Marine Awards for a list of awards issued to RMMM personnel.

Academy
RMMM unlicensed spacers, officers, and specialists are trained at the Civilian Space Services Academy.

Honorverse
The merchant marine, whether of the Star Empire of Manticore, the Republic of Haven or any other star nation, is a civilian industry. The ships are owned by private companies or individuals in free market societies. In places like the old People’s Republic of Haven, in which the government owned every major capital intensive business, the ships are government-owned and are operated by a civilian bureaucracy, usually associated with the Ministry of Trade or similarly named non-military agency.
The merchant marine is also known as the merchant navy, mercantile marine, merchant service, or hansemarine (in the Andermani Empire). The people who work on the ships are referred to as merchant mariners or merchant spacers, never as merchant marines.

The Royal Manticoran Merchant Marine, or RMMM, is comprised of Manticoran flagged merchant ships that transported cargo and people during times of both peace and war. The Royal Manticoran Merchant Marine is the single largest merchant navy in the galaxy. The hundreds of companies that own the thousands of ships that fly the Manticoran flag operate a wide variety of ships, from small 100,000 ton couriers to 8 megaton freighters with a crew of about 25, to passenger liners with crews of 600 that can carry up to 5,000 passengers. We serve the carrying trade not only between the Star Empire of Manticore and other star nations, but also within the many star systems of the Galaxy, including in the Solarian League.

A spacer is a person who is a member of a space-going navy or a civilian spaceship crew.

"Spacer" can be used as a generic term to collectively refer to all ranks of naval personnel and merchant ship personnel, in the same way that "soldier" is used as a generic term for army personnel of any rank. Spacer is also the specific title of the lowest grades of naval services.

The traditional symbol for spacers is an archaic vac-helmet.

Naval Use
In the Royal Manticoran Navy, the Grayson Space Navy, and the Republic of Haven Navy, the three most junior enlisted grades are:

*Spacer Third Class (E-1)
*Spacer Second Class (E-2)
*Spacer First Class (E-3)

The Imperial Andermani Navy uses pre-space German language rank titles.

Merchant Marine Use
In the Royal Manticoran Merchant Marine, entry-level crew members with no endorsement (departmental training qualifications) are:

*Apprentice Spacer (C-1)
*General Vessel Assistant (C-2)
*Spacer I (C-3)
*Spacer II (C-4)
*Spacer III (C-5)
*Spacer IV (C-6)
*Spacer V (C-7)
*Spacer VI (C-8)

The most junior grades of Deck Department endorsed crew members have the following titles:
*Ordinary Spacer (C-3)

The mid-level grades of the Deck Department endorsed crew members have the following titles:
*Senior Ordinary Spacer (C-4)
*Efficient Spacer (C-5)
*Able Spacer (C-6)

The senior grades of the Deck Department endorsed crew members have the following titles:
*Leading Spacer (C-7)
*Certified Bosun (C-8)

Honorverse
In the Honorverse, Ordinary Spacer is an entry level rating in the deck department. General Vessel Assistant is also an entry level rating, but they can be employed in the Deck Department, Engine Department or Catering Department as needed on any specific day.

Real World
In the real world, Ordinary Seaman is an entry level rating in the deck department. It’s seen in both the US and UK maritime records.

General Vessel Assistant is also an entry level rating, but they can be employed in the Deck Department, Engine Department or Catering Department as needed on any specific day. It’s primarily a US term.

Mandate
The mandate of the RMMM is to provide a framework for TRMN chapters to be organized as merchant ships and crewed by members in the RMMM branch. The RMMM has a mission of:

# Highlight the strategic and economic importance of the merchant marine in the Honorverse.
# Introduce the members of TRMN to the strategic importance, both historically and the current times, to the real world merchant marine.

The Royal Manticoran Merchant Marine (abbrev: RMMM) is one the civilian branches of The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc..

The Royal Manticoran Merchant Marine was authorized in 2013 by Admiralty Order 1312-05. It became active with the opening of the Merchant Fleet Academy in 2016.

# Introduce the members of TRMN to the ethnography of the real world maritime industry.
# Introduce the members of TRMN to the shipboard and shore side operation real world maritime industry.
# Provide a role playing experience that expands upon the roles and importance of the Royal Manticoran Merchant Marine in the Honorverse.
# Provide an outlet for fans to Cosplay and role play as merchant spacers within the Honorverse.
# Explore the depiction of the merchant marine in both the Honorverse and other science fiction properties and compare and contrast both with the real world and 20th & 21st century fictional settings.

RMMM Leadership
The commanding officer of the RMMM is Fleet Manager Peter Gold, Baron Castine.

The deputy head of the RMMM is Fleet Engineer Joe Jungers.
Awards
Admiralty Order 1703-02 specifies awards for the civilian branches, including the RMMM. See Royal Manticoran Merchant Marine Awards for a list of awards issued to RMMM personnel.

Academy
RMMM officers are trained at the Merchant Fleet Academy.

The Civilian Pin is awarded to non-uniformed civilians who have passed through a rigorous set of qualifications which accredit them as one of two levels; the ‘Accredited Staff Member Pin’ or ‘ASM’ and ‘Chartered Staff Member Pin’ or ‘CSM’.

Summary
The “Civilian Pin” is an award issued to members of the Diplomatic and Special Intelligence Service (SIS) branches who successfully complete a rigorous set of
courses.
The “Civilian Pin” is designed to be challenging and aims to broaden members' knowledge of TRMN, history and the sciences. Many of the courses on the
programme are to be found in Landing University and the Mannheim University.

Whilst the Civilian Pin can only be worn by the non-uniformed branch members, ALL branches of TRMN who have completed the courses may submit applications to take part in this programme.

Background
The Black Sphinx Cup (which ran from 2016 to 2019) was an interChapter competition aimed at encouraging chapter members to under take a series of courses with the goal of achieving the Space Warfare Pin (“SWP”). It was an important event to many Chapters in the fleet, and everyone was encouraged to take part.

Launched early in 2019, the “Civilian Pin” was recognised as the only option for members of the Diplomatic Corps or the Special Intelligence Service and would be counted towards the total of their Chapter’s ‘Space Warfare Pin’ Challenge.

Current
At the time of writing there are some 6000 members in TRMN of which there are 268 Diplomatic and SIS members. Whilst the cessation of the Challenge Cup may have altered the original goal, the underlying intention, one of having fun whilst learning at the same time remains unchanged. It is the intention of the Home Secretary to continue to develop this programme and to incorporate it into our daily TRMN lives.

Civilian Pin
The Civilian Pin has two levels of recognition: the ‘Accredited Staff Member Pin’ or ‘ASM’ and ‘Chartered Staff Member Pin’ or ‘CSM’.

‘Accredited Staff Member’ or ‘ASM’

The Accredited Staff Member Award is represented by a silver pin.

Eligibility

C1 through to C11 (Junior / Senior Civil Servant)

Note:

Junior Minister and Ministers (C12 and above) may continue to wear the
Accredited Staff Member (ASM) until they have completed the requirements for
the Chartered Staff Member Pin (CSM).

‘Chartered Staff Member’ or ‘CSM’

The Chartered Staff Member’ is represented by a gold pin.

Eligibility

C12 and above (Junior Minister / Minister).

Authorisation to Wear the Civilian Pin
At this time only members of the Diplomatic and SIS branches are permitted to wear either the ASM or CSM Pin.

The Civilian Pin is authorised to be worn on formal civilian court dress only and for example, may be displayed on the lapel of a tail coat or jacket.

It is not permitted, for example, to wear the pin on a con-min polo shirt.

Recognition
Once all the requisite courses have been completed – the student will download and complete the appropriate form (see "See Also") and send as an attachment to the Regent – Star Kingdom University. Recipients of the Civilian Pin Award will be announced bi-monthly by the Home Secretary.
