PD-4SL-0001 — Development, Review, Approval and Release of Official Manuals (version 1.00) is a Bureau of Communications policy document describing the process for the development, review, approval and public release of all official manuals. It was approved 25 June 2020.
Introduction/Purpose
The purpose of this procedure is to describe the process for the development, review, approval and public release of all official manuals for The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN)
Scope
This procedure applies to the development of all official manuals for TRMN, regardless of bureau or branch.

Procedure
Document Submission
- Submission
- Prior to submission, the Document Author should ensure the following:
- The Document Owner has reviewed and approved all content.
- In the case of uniform manuals, the Chairman of the Uniform Board has reviewed and approved all content. Further review of uniform content will be passed up the chain for further approval as the Chairman deems necessary.
- All images to be used have been provided by the Art Department, or approved by the Art Director or Designee, and provided
- In the even the manual is to be published on the TRMN Wiki (Mantipedia) and the Document Author will be adding the associated Wiki articles themselves, the Wiki Administrator must be consulted in advance and all appropriate guidelines followed. The links to any pages created during this process should not be shared with any individuals outside the scope of this document.
- The Document Author will submit a document that is a mock-up of the manual in a state similar to how they would like it to appear as a completed manual to The Fourth Space Lord. This manual can be in the following formats:
- For print manuals, in Microsoft Word document, or other compatible format, like Google Doc, without custom design. It may also be provided as a simple text file.
- All artwork should be submitted as separate files in Adobe Illustrator (.ai) or Scalable Vector Graphics (.svg) format. If a raster image format is all that is available, like .jpg or .png, they should be in the highest resolution possible, but these should be avoided.
- Link to the main page of the Wiki article. If it is preferred to have the Wiki articles created by the BuComm Publications team, the content can be submitted using one of the methods above.
- Prior to submission, the Document Author should ensure the following:
Document Development
- Upon receipt of the initial documents, the Fourth Space Lord or Designee will review the submission with the Director of Publications.
- An estimated production schedule will be established, based on the current workload, staffing availability, and priority of the project.
- The Director of Publications will determine what additional documentation or materials will be needed, and contact the Document Owner to identify themselves as the primary point of contact for the project and request any additional documentation.
- The Director of Publications will:
- For print manuals, assign a Layout Artist to the project, and discuss the scheduling.
- The Layout Artist will perform the required work as scheduled using the prescribed templates, providing regular feedback or requests for additional information to the Director of Publications.
- The Director of Publications will provide the Document Owner and BuComm Chief of Staff with regular updates on progress and requests for information.
- For Wiki manuals, assign a Wiki Editor to the project, and discuss the scheduling.
- If no Wiki articles have been created by the Document Author, the editor will contact the Wiki Administrator to discuss the new manual. The Wiki Editor, will create the articles using the prescribed templates, complying with any direction provided by the Wiki Administrator. Regular feedback or requests for additional information will be provided to the Director of Publications.
- If complete Wiki articles have already been provided by the Document Author, the Wiki Editor will review all pages created for compliance with the prescribed template, and contact the Wiki Administrator to confirm there are no issues. Regular feedback or requests for additional information will be provided to the Director of Publications.
- The Director of Publications will provide the Document Owner and BuComm Chief of Staff with regular updates on progress and requests for information.
- For print manuals, assign a Layout Artist to the project, and discuss the scheduling.
Document Review and Release
- The completed document will be forwarded to the Fourth Space Lord or Designee to review and forward to other authorities as necessary for review, comments and approval, including:
- The Document Owner;
- In the case of uniform manuals, the Chairman of the Uniform Board or Designee, including any other higher authority he deems necessary;
- The Art Director or Designee, unless all artwork used has already been previously approved for use in other documents;
- The First Space Lord or Designee, including any higher authority deemed necessary, up to and including the Royal Council.
- If comments returned from the review process require edits to the document, changes identified will be forwarded to the Director of Publications for updates.
- Updates identified will completed by the Publications team to the satisfaction of the Director of Publications.
- The document will be returned to the Fourth Space Lord or Designee and restart the review process in step 4, with distribution varying depending on the types of edits required.
- When all amendments have been completed, the completed document will be routed to the Document Owner for final review. On approval:
- For print manuals, the Fourth Space Lord or Designee will forward the approved manual to the Director of Web Services to be added to the downloads section of the main TRMN website, and the Document Owner will be notified that the manual is approved in all respects.
- For Wiki manuals, the Fourth Space Lord or Designee will instruct the Director of Web Services to add the new manual to the Wiki Manuals landing page at http://wiki.trmn.org/wiki/index.php/Category:Manuals, and the Document Owner will be notified that the manual is approved in all respects.
- The Document Owner will announce the release of the new manual and provide any associated links to the membership at their discretion.
Responsible Parties
- Document Owner – The Document Owner is the head of the Branch, Bureau or entity that is responsible for the new manual and its content
- Document Author – The Document Author is the individual or group writing the content, preparing the document for submission, and assembling all images to be used in the new manual on behalf of the Document Owner.
- Fourth Space Lord – The individual ultimately responsible for the development all official organizational manuals.
- Director of Publications, Bureau of Communications – The individual charged with the development and maintenance of official manuals.
- Art Director, Bureau of Planning – The individual charged with organizational artwork and branding.
- Chairman, Uniform Board – The individual charged with the development and adherence to uniform regulations.
- Wiki Administrator, Office of the First Space Lord – The individual charged with the maintenance and upkeep of TRMN Wiki content.
