'''BuPers Directive 2012-01''' was issued on 09 January 2022 by the [[Fifth Space Lord]]. This directive clarifies the rules surrounding billet requirements for promotion.

As [[Admiralty Order 1701-01|AO's 1701-01]] states that:

"A Billet must exist for:

Enlisted Members being promoted to [[Chief Petty Officer]] ([[E-7]]) or higher<br/>
Warrant Officer being promoted to [[Chief Warrant Officer]] ([[W-3]]) or higher<br/>
Officers being promoted to [[Lieutenant Senior Grade]] ([[O-3]]) or higher"

and [[Admiralty Order 1701-05|AO 1701-05]] states, "on completion of Time in Grade, requisite exam completion and presence of a billet," as of 09 Jan 2022 BuPers will be taking a harder line when it comes to members approved by promotion boards. Any member with "Civilian", "Crewman", "Marine", "Soldier", or "Trainee" as their only listing in [[MEDUSA|Medusa]] will be denied any promotions of C7+(except [[SFC]])/E7+/O3+/W3+ even if approved by the appropriate Promotion Boards as those are the default billets. Billets are assignable at Chapter Level by any member of the command triad, they are not just for those on the Staff Path and above.
