Chief Rebori:

By the authority of the Third Space Lord, Admiral of the Green Lord Sir John Roberts, KDE, OR, SC, Earl New Mecklenburg, you are hereby requested and required to proceed to {{hms|Penelope|BC-585|hcn}}, a [[Nike-class]] [[Battlecruiser]] currently on station within [[Home Fleet]] (the First Naval District), and assume permanent command, relieving [[Captain]] Michael Spath, [[GSN]]. You are hereby brevetted to the rank of [[CAPTAIN (JG)]], [[RMN]], in accordance with [[BuShips]] policy with respect to assuming command of a Battlecruiser type vessel.

Furthermore, the following personnel are hereby appointed and brevetted to the following billets:
* [[LTSG]] Rachel Nevins, [[RMN]], is appointed as Executive Officer and is subsequently brevetted to the rank of [[COMMANDER]], [[RMN]].
