Home Office Directive: HOD 007-20: Civilian Chapters [Postings] for Diplomatic Corps and Special Intelligence Services (SIS) branch members

Introduction/Purpose

The purpose of HOD 007-20 Civilian Chapters (Postings) for Diplomatic Corps and Special Intelligence Services (SIS) branch members is to outline a structure for the organization and constitution of Civilian Chapters (Postings) (non-uniformed) that embraces the formation of Diplomatic Corps and Special Intelligence Service chapters within The Royal Manticoran Navy, Inc. This allows non-uniformed civilians to have the same opportunities to lead and grow a chapter as the military groups.

1. Chapter Organization

1.1 Chapter Structure
Civilian chapters may include members of both Diplomatic and Intelligence staff. Embassies and Intel chapters may be formed with families in mind and parents with children are welcome. As per standard TRMN regulations, children as a part of the SFS will only be allowed to join a civilian chapter if their parent or guardian is a member as well.
All contact with minors will be in compliance with the regulations and guidelines set out by the Sphinx Forestry Commission.

Members of the SFS are not counted towards the Embassy / Intel staff count outlined later in this document.
All chapters, regardless of designation, are required to submit bi-monthly reports to the Office of the Home Secretary.
Three of the four chapter types are formed within military chapters. These sub-chapters are called “Postings”. Posting will be used to refer to them collectively. Whilst these postings have their own structure, they will also answer to the command structure of the chapter within which they are embedded.

2.2 Civilian Headquarters Office of the Home Secretary
The Office of the Home Secretary acts as the designated Headquarters for the non-uniformed Branches. It is comprised of the Home Secretary along with the Foreign Minister (head of the Diplomatic Corps) and the Director of Intelligence (head of the Special Intelligence Service) and such staff as they shall deem necessary to fulfill their functions.

The Civilian Headquarters represents and manages the non-uniformed civilian branches and maintains overall responsibility for the creation and direction of civilian policies and procedures. While chapters will fall within their fleet/station chain of command, the Office of the Home Secretary will remain an open line of communication to support civilian activities.

2.3 Chapter Leadership
In line with other organizations, there are formal titles for the heads of each type of chapter. These are equivalent to the head of a naval chapter being referred to as “Captain” regardless of rank. There are three levels, the “head of posting” broadly equivalent to the commanding officer on a ship, the deputy title, broadly equivalent to the executive officer on a ship and the Assistant, broadly equivalent to the Bosun on a ship. There are different names depending on the size of the posting, to align to the different status accorded the position. Typically the title can be used alone or followed by the member’s surname to avoid confusion. Please note - this follows the branch of the chapter in question, not the member in question.

Only the largest chapters and postings have full triads, so for the smaller ones the other positions are left as not applicable.

In terms of hats under the two hat rule, each head of posting and member of a triad will be a full hat. A Diplomatic Mission or Intel Station head of posting will be only ½ a hat, as these postings are very small.

2.4 Chapter Branch
Civilians from both the Diplomatic Corps and the Special Intelligence Service may join together to form a civilian chapter. The majority will determine whether the civilian chapter will be designated a Diplomatic Mission or a Station. In the event of a tie, the branch of the head of the posting determines the branch of the chapter.

2.5 Chain of Command
2.5.1 Missions/Stations, Consulates/Zones, and Consulate-Generals/Intel Sectors
The host Chapter CO will be required to formally approve the formation of the posting in writing before it may be created. The host Chapter CO will also be responsible for promotions and awards of members of the posting, though they may discuss recommendations with the Head of Posting.

The Head of Posting will be responsible for creating a bi-monthly report, this will go to their host Chapter CO and the Office of the Home Secretary.

2.5.2 Quadrant Embassies and Quadrant Regions
As independent chapters, the Head of Posting will be responsible for promotions and awards of members of their chapter. They will report to the Fleet/Station Commanding Officer for their geographic region as normal for chapters in their area.

The Head of Posting will be responsible for filing a chapter report in Medusa like all other chapter COs.

2.6 Military Members on board Civilian Chapters
Military Members may choose to join civilian chapters if they wish. Up to two members from each branch (RMN, RMMC, GSN, etc.) may count toward the minimum staff levels. Military members may not hold any triad positions in civilian chapters. In terms of uniforms, if the civilian chapter is a posting within a host chapter, military members should wear that chapter’s ship patch. For Quadrant Embassies/Regions, military members whose uniforms call for chapter patches should wear the Quadrant Embassy/Region patch if it is available, or a Fleet/Station or other military echelon patch if not.

3. Types of Chapters

3.1 Chapter Minimum Sizes and pay grades
Each chapter type is listed below. The name for each both in the diplomatic corps and crown intelligence service is given. The “Min Staff” listed is the total number of staff needed to start a chapter, this number can be exceeded and there is no obligation to upgrade.

The “Min Pay Grades” list the grades needed to run this chapter. The pay grade denoted by an “*” will be the minimum for the head of the chapter, the others listed are additional minimums that are needed to stand the chapter up. Beyond these minimums, the rest of the staff may be of any paygrade.

3.2 Diplomatic Mission / Intel Station
These postings will form a part of the host chapter. The host chapter may be of any military branch, a uniformed civilian chapter, or a non-uniformed civilian chapter of the opposite service (e.g., to allow an Intel Station on a Quadrant Embassy). The CO of the host chapter must sign off on creation. This posting only requires a Head of Posting to establish.

Their name is determined by their host chapter as follows:

Host Chapter: HMS Pegasus
Diplomatic Mission: Diplomatic Mission - Pegasus
Intel Station: Intel Station - Pegasus

3.3 Consulate/Intel Zone
These postings will form a part of the host chapter. The host chapter may be of any military branch, a uniformed civilian chapter, or a non-uniformed civilian 2chapter of the opposite service (e.g., to allow an Intel Zone on a Quadrant Embassy). The CO of the host chapter must sign off on creation. This posting only requires a Head of Posting to establish. A deputy head may be appointed if one is available but isn’t a requirement.

Consulate: Consulate - Pegasus
Intel Zone: Intel Zone – Pegasus

3.4 Consulate-General/Intel Sector
These postings will form a part of the host chapter. The host chapter may be of any military branch, a uniformed civilian chapter, or a non-uniformed civilian chapter of the opposite service (e.g., to allow an Intel Sector on a Quadrant Embassy). The CO of the host chapter must sign off creation.
This posting is of the size to appoint a full triad. As well as the Head of Posting, it will have a Deputy Head of Posting and an Assistant to the Head of Posting. The Deputy Head of Posting will be pay grade C13 or above, and the Assistant to the Head of Posting will be C7 or above.

Their name is determined by their host chapter as follows:

Host Chapter: HMS Pegasus
Consulate-General: Consulate-General - Pegasus
Intel Sector: Intel Sector - Pegasus

3.5 Quadrant Embassy / Intel Region
These are independent chapters. They will be assigned to a Fleet/Station based on their geographic location.
This chapter is of the size to appoint a full triad. As well as the Head of Posting, it will have a Deputy Head of Posting and an Assistant to the Head of Posting. The Deputy Head of Posting will be pay grade C16 or above, and the Assistant to the Head of Posting will be C7 or above.

Due to these chapters being independent, more flexibility is available with regard to naming conventions. Any name of a Quadrant Embassy or Intel Region will need to be approved by the Office of the Home Secretary.
