The purpose of HOD 009-23 is an adjustment to [[Home Office Directive 007-20|HOD 007-20]] Civilian Chapters (Postings) for [[Diplomatic Corps]] and [[Special Intelligence Service]]s (SIS) branch members is to outline a structure for the organization and constitution of Civilian Chapters (Postings) (non-uniformed) that embraces the formation of Diplomatic Corps and Special Intelligence Service chapters within [[The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.|The Royal Manticoran Navy, Inc.]] This allows non-uniformed civilians to have the same opportunities to lead and grow a chapter as the military groups.
