As was the plan of Admiralty House when the Naval Districts were formed, the boundaries of said districts will serve the needs of the Fleet in General and the District in specific, and not the other way around. If an existing Boundary divides chapters in an illogical way, then they will be changed.

Therefore and as of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore Elizabeth III, I hereby move the southern boundary of the First Naval District within the state of Virginia to 38th Parallel. This move and any subsequent moves will occur when the needs to the Fleet, its Districts, its Chapters and its Members are best met by such changes. Any questions on this change can be forwarded to either your Naval District Commanders or my Office. This order will be effective 06 May 2013.
