			Each component may structure their Echelons as they see fit, in accordance with canon. The basic Echelon level will consist of two chapters. Each subsequent Echelon level will encompass at least two units from the level below (e.g., 2 Level 1 Echelons for a Level 2 Echelon).
			Command rank requirements are as follows:
			* Minimum Level 1 Echelon: Minimum rank of O4 for Marine/Army chapters, O4 for Naval chapters, or C14 for Civilians.
			* Higher-Level Echelons: Minimum rank one level above the Level 1 Echelon. It is recommended that the Echelon CO be at least the same rank as the highest-ranking chapter CO.
			* The only required Echelon is the Fleet, Expeditionary Force, Field Army, Quadrant, or future equivalent.
