	The purpose of competition points is to determine the winner of the Navy Excellence Award at the conclusion of the Black Sphinx Cup. Competition points are points awarded for meeting specific, objective-based benchmarks within each challenge. When chapters meet the specific benchmarks on the challenge point scale, they will be awarded their points at the end of the challenge period. The competition points will be tracked by each fleet’s challenge coordinator who will report them to the 1SL Intel Officer. At the end of the third challenge period, the chapter with the highest competition point total within each fleet will be declared the fleet winner, receive the Fleet Excellence Award with Gold E Device, and go on to compete against the other fleet Winners. The fleet winner with the highest amount of competition points will then be declared the winner of the Black Sphinx Cup and will have their Fleet Excellence Award with Gold E upgraded to the Navy Excellence Award with Silver E device.
