Create Tenth Fleet Wiki guideline/policy page (resolve TenthFleet: redlink; batch 2: conduct + governance)

New page

policy
The deletion policy governs when and how a page is removed from the Tenth Fleet Wiki.

Only administrators can delete pages. Candidates for deletion include patent nonsense, vandalism, duplicates, and pages outside the wiki's scope. If you think a page should be deleted, raise it on the page's talk page or with the Wiki Team rather than blanking it; blanking is not deletion. Deleted pages can be restored by an administrator.

This page is an initial draft.
