BuPers Directive 2012-01 was issued on 09 January 2022 by the Fifth Space Lord. This directive clarifies the rules surrounding billet requirements for promotion.

As AO's 1701-01 states that:
"A Billet must exist for:
Enlisted Members being promoted to Chief Petty Officer (E-7) or higher
Warrant Officer being promoted to Chief Warrant Officer (W-3) or higher
Officers being promoted to Lieutenant Senior Grade (O-3) or higher"
and AO 1701-05 states, "on completion of Time in Grade, requisite exam completion and presence of a billet," as of 09 Jan 2022 BuPers will be taking a harder line when it comes to members approved by promotion boards.
