-- Order 1711-02:Having completed all academic requirements, served the necessary time in grade, and gathered the requisite number of points, I hereby authorize the following promotion by my authority as Commanding Officer of the HMS Medusa (SD-316), TRACY NEWBY (RMN-3967-16) is hereby promoted to the grade of E-3
