All incoming COs will need to provide their letter to the Command Review Board.  If a member was a CO, stepped back, and then desires to be a CO again, the letter will be necessary.
Existing COs who are transferring commands do not require the letter.
While a letter of recommendation or statement of counseling is not required for incoming Executive Officers or Bosuns, members stepping into those positions are still subject to confirmation by the Command Review Board.
