Pursuant to Admiralty House Directives and [[Admiralty Order 1901-02|AO 1901-02]], all submissions for awards must go through the Staff Liaison Officer’s (SLO) Office at the Bureau of Personnel. This includes all awards that any Commanding Officer may issue. This is because the Individual Award Request (IAR) receives a system generated number that is used to reference the award request.
