PD-FLA-002 — Personnel Qualification and Training Program (version 1.0) is a policy document of the Office of the First Lord of the Admiralty, created 9 September 2019. It describes how personnel qualifications and training are specified and documented.

1. Objective

The purpose of this procedure is to describe how personnel qualifications and training are specified and documented.

2. Scope

This procedure applies to qualification and training of all The Royal Manticoran Navy: The Official Honor Harrington Navy, Inc. (TRMN) Command Work.

3. Definitions

3.1. BuTrain Instructor - Personnel from Butrain who develop training curricula and assignments in consultation with Royal Council Members.
3.2. Command Work – Activities that require some minimal level of training within The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.
3.3. TRMN Members – Members within the TRMN.
3.4. MEDUSA – A system used to record training activities electronically.

4. Responsibilities

The roles described in the Procedure section, below, are accountable for their assigned steps. Delegation to a qualified resource is permissible, but the role named below remains accountable.

6. Procedure

6.1. Developing Training Content

  1. Work with appropriate stakeholders to facilitate development, review, and finalization of training content.
  2. Upload final training content to BuTrain for final approval

6.2. Developing and Configuring Training Curricula

Function/Role Task

  1. Works with Functional Area Heads as needed to define and update TRMN core and role-based training curricula, including the following elements:
    1. Role name (for role-based curricula)
    2. TRMN rules for inclusion of individuals in role (for role-based curricula)
    3. Required control documents and other training content
  2. Configure company core and role-based training curricula in BuTrain system.

6.3. Assigning Training Curricula

  1. Upon confirmation of application for TRMN Membership, approves information for a new user into MEDUSA.
BuTrain Instructor
  1. If needed, works with appropriate Royal Council member or Space Lord to define individual training requirements.
  2. Manages additional training results provided to the user via MEDUSA, as needed

6.4. Completing and Documenting Training Assignments

  1. Upon Membership approval by BuPers,
    1. Completes 0001 course for their Division, if they wish
    2. Sets their Path (Line, Staff, Service) in MEDUSA
    3. Completes any voluntary courses
  2. Throughout tenure with TRMN,
    1. Completes newly assigned rank or leadership training requirements
    2. Completes any additional voluntary courses as desired

  1. Upon completion of any course, uploads record to MEDUSA

  1. Periodically confirms completion of training with Royal Council members and/or other Space Lords and follows up as needed to ensure compliance.

6.5. Maintaining Job Descriptions and Qualifications

  1. For each open position, working with Royal Council member and/or Space Lord, develops or updates job description, including position title and minimum required education and experience, using TEMP-FLA-002.

  2. Signs job description and stores PDF in a secure location

6.6. Organogram
