On February 29, 2016, the {{1sl}} issued a clarifying memorandum:

Your attention please, there seems to be some confusion and concern about the March 1st Deadline of AO-1511-03<ref note="errata"> </ref>.

Let me paste the relevant portion here, with emphasis:

Additionally, all NEW CHAPTERS wishing to commission after March 1, 2016, must show that their designated Command Triads have completed testing as follows before the ship can be commissioned and the Command Triad breveted in rank.

Currently commissioned chapters with Command Triads not up to required levels will continue to be treated on a case by case basis. This deadline has NOTHING to do with them.

Once again the March 1st Deadline is for NEW CHAPTERS, much like the December 1st Deadline was for chapters trying to UPGRADE.
