Army Directive 2109-02 was issued 09 September 2021 under the authority of the Royal Manticoran Army Deputy Commander/Chief of Staff. It formed a unit and appointed Lord New Victoria as its Colonel of the Regiment.

My Dear Baron New Victoria
It gives me great pleasure to bestow this appointment as “Colonel of the Regiment” to the 68th Manticore Atmospheric Wing, Home Guard (New Victoria Guardians) on behalf of Her Majesty, and the Royal Manticoran Army.
Thank you for you service to Kingdom and Crown.
