HER MAJESTY'S NAVAL DIRECTIVE 2502-03
REVISED RMN PROMOTION AND BREVET PROCEDURES
Introduction
This RMN Naval Policy aligns with PD-SC-1004 and PD-SC-1008 and clarifies the actions to be taken before and after the appropriate authority approves a promotion for RMN members.
Promotion procedures - Enlisted
1. All Enlisted promotion submissions E1 - E6 and E8 - E 10 will follow PD-SC-1004 and PD-SC-1008 procedures.
2. Enlisted members being considered for promotion to the rank of E-7 will be submitted to the RMN Senior Master Chief of the Navy using the appropriate BuPers promotion request form. Provided the following:
- a. They have met the proper Time in Grade.
- b. They have completed the requisite coursework.
- c. They have been assigned a billet.
- d. The Commanding Officer should fully explain the reasons behind the promotion recommendation.
- e. The Commanding Officer may also submit letters of recommendation as appropriate.
3. All approvals will be returned to the nominator for announcement.
Promotion procedures - Warrant Officer
1. All Warrant Officer submissions will follow PD-SC-1004 and PD-SC-1008 procedures
- a. The Office of the 1st Space Lord will review RMN WO-1 Warrant submissions.
- b. A promotion board will review WO-2 and above.
2. All approvals will be returned to the nominator for announcement.
Promotion procedures - Officer
1. Promotion of members to O-1 is completed by the chapter CO provided:
- a. They have met the proper Time in Grade.
- b. They have completed the requisite coursework.
2. Promotion to O2 is approved and completed by the Fleet CO provided:
- a. They have met the proper Time in Grade.
- b. They have completed the requisite coursework.
- c. The Commanding Officer should fully explain the reasons behind the promotion recommendation.
- d. The Commanding Officer may also submit letters of recommendation as appropriate.
- e. The Commanding Officer may submit their promotion packet through the BuPers promotion request form or directly to the Fleet Commanding officer/Staff.
- f. All approvals will be returned to the nominator for announcement.
3. All O3-O6b promotion submissions will follow PD-SC-1004 and PD-SC-1008 procedures.
4. All approvals will be returned to the nominator for announcement.
Brevet Promotions
1. All brevet promotions will follow PD-SC-1004 procedures.
2. Brevet promotions made at the time of RMN Fleet echelon creation will be announced by the following:
- a. Divisions - Fleet Commanding Officer or designate
- b. Squadrons - Fleet Commanding Officer or designate
- c. Task Group - First Space Lord or designate
- d. Task Force - First Space Lord or designate
3. The Fleet Commanding Officer or their designate will announce brevet promotions to replace an echelon commander.
4. The First Space Lord or their designate will announce brevet promotions for RMN Fleet Commanding Officers.
5. The Fleet Commanding Officer will announce brevet promotions made for Fleet staff.
