Promotion announcement: As of the date of this order, by my authority as Commanding Officer HMS Black Rose; having met the required Time in Grade, and requirements of their path, I hereby announce the following authorized Promotions: As of 03 Oct 2019, the following individuals are promoted to the ranks indicated.
