TenthFleet:Policy manual
New page to consolidate & sort the various policy pages floating around within Tenth Fleet Wiki (the various pages which contain the {{policy}}) template. The sorting/grouping scheme mirrors Wikipedia's key policies and guidelines found on the policies and guidelines page.
The Policies and Guidelines are displayed here to act as a well-established & time-tested set of defined principles of rules & best practiced to serve as guidance as Tenth Fleet Wiki is establishing their own. Wikipedia's model(s) do not dictate Policy or Guidelines of Tenth Fleet Wiki, but the inclusion of the broad concepts on this pageserve to give establish direction & organization for TFW as it discovers it's own set of Rules and Best Practices, and to illustrate which areas of Policy or Guidelines TFW has not established for itself, yet (so we're not re-inventing the wheel again).

As per Wikipedia's terminology, policy and guideline are defined as follows:
Policy
- A policy documents a rule or standard with wide acceptance among Wikipedia editors that all users should normally follow.
Guideline
- A guideline is a set of best practices that are supported by the consensus of Wikipedia editors. Editors should attempt to follow guidelines, though they are best treated with common sense. Occasional exceptions may apply. Naming conventions are considered guidelines.
